Key Takeaways

  • A generally binding Finnish sector agreement can set minimum pay and benefits even when the employer is not an employers' association member.
  • An employer-registration exemption does not postpone required accident cover or preventive occupational healthcare. Wage reporting, tax remittance and insurer payments remain separate obligations.
  • Qualifying first-employment fixed terms can carry further work-offer duties when same or similar hiring is contemplated. The 2026 dismissal reforms still preserve pregnancy, family-leave and collective-procedure safeguards.

Employing someone in Finland starts with identifying the collective agreement that governs their work. It can determine minimum pay and benefits even when your company does not belong to an employers’ association. You must then administer separate contract, insurance, payroll and workplace duties. A completed payroll report does not establish that insurance began on time or taxes were paid.

Finnish contract and dismissal rules changed during 2026. Employers using the new fixed-term flexibility must also account for continuation duties and protections around pregnancy and family leave.

Rules checked October 16, 2026.

Which employment rules apply to your hire?

Start with the employee’s actual work and your role as employer. Mandatory legislation, binding collective agreements and lawful individual terms operate together. The official employer guide explains why a generally binding sector agreement can apply to an unorganised employer.

Factor What it changes What the employer must establish
Work and sector Agreement coverage, wage classification, supplements and leave pay Applicable agreement, duties and classification before setting terms
Worker and contract status Ordinary employee law versus special regimes Actual employment relationship; separate rules for public-law service, seafarers and young workers
Employer tax position Withholding, registration and contribution duties Finnish employer, permanent establishment, effective management or no-PE foreign employer
Social-security coverage Which Finnish insurance duties apply Coverage decision and any valid posting certificate; assess separately from income tax
Location and working arrangement Workplace safety, territorial tax details and posting duties Actual workplace, remote-work conditions and any Åland or foreign-posting branch

Establish the applicable Finnish minimum protections and insurance position for the actual arrangement, including remote work.

Employer obligations at a glance

Obligation Trigger and deadline Employer action Important exception
Establish minimum terms Before agreeing employment Identify agreement and wage classification Agreement coverage can bind non-members
Written employment information Core items within seven calendar days of starting; remaining items within one month Deliver missing information in writing A complete written contract can satisfy the duty; limited-hours exception applies
Accident cover and healthcare Applicable accident cover before work; preventive healthcare from first employment Arrange policy and healthcare service Accident threshold and international coverage must be checked
Payslip and withholding Each payday Deliver calculation, make net pay available and deduct applicable amounts Foreign-employer collection can differ
Wage declaration Normally five calendar days after payday Submit employee earnings report Special payment categories have separate rules
Monthly employer report Fifth day of following month Report employer health contribution or required zero/no-pay information Registration and payer status affect filing
Tax payment Normally twelfth day of following month Remit withholding and applicable employer health contribution Approved quarterly tax period changes payment timing
Other insurance payments Insurer/Fund billing cycle Pay pension, unemployment and accident premiums separately Reporting does not settle invoices
Leave and workplace duties Throughout employment Track accrual, pay entitlements, assess risks and protect staff/data CBA and worker eligibility change details
Separation Before decision, at expiry and on final payday as applicable Check grounds, procedure, notice and outstanding duties Protected workers and collective processes change the route

The separate clocks follow the Employment Contracts Act, insurance guidance and Vero payroll guidance. Municipal and applicable church income taxes are included in employee withholding; they should not be added as a universal employer municipal percentage.

Contracts and the start of employment

Separate contract validity from disclosure

An employment contract can be oral, written or electronic. A written agreement is the practical way to record what was agreed. Where it does not already contain the required information, provide core details, including parties, start, fixed-term basis, probation, workplace, duties, pay, pay period and hours, within seven calendar days after work starts. The remaining statutory information, including the applicable agreement and pension/accident insurer, is due within one month. The disclosure exemption for work averaging no more than three hours weekly over four consecutive weeks is narrow.

Agree probation before it starts: ordinarily at most six months, and no more than half a fixed-term contract, including extensions. Statutory absence extensions require notice before probation expires. Use language both parties understand; do not assume every private employment contract must be Finnish-only.

Identify the correct fixed-term basis

Indefinite employment remains the starting point. Since June 1, 2026, Act 412/2026 permits a fixed term of up to one year without objective justification where this is the parties’ first employment relationship within the preceding five years. Record that statutory basis. Other employer-initiated fixed terms normally need a justified reason; an unlawful fixed term is treated as indefinite.

This choice also creates continuation and possible work-offer duties discussed below. It should be selected with the end of employment in view.

Complete each setup duty on its own terms

Vero registration is normally compulsory for regular employers: two regular employees, one regular employee plus temporary staff, or six simultaneous temporary employees. Notify before regular wage payments begin. One permanent employee alone does not require register entry, but wage reporting and applicable insurance duties remain. No-PE foreign employers have a separate registration branch.

Arrange accident insurance before work begins when annual aggregate wages paid or agreed exceed €1,500. It cannot be backdated. Uninsured work can produce premium-equivalent charges, penalties and claim-related recovery. For TyEL contract employers, the pension policy must be ready no later than the day before the first earnings report; qualifying temporary employers use a different arrangement. Arrange preventive occupational healthcare even for one employee.

Set IP terms deliberately. The Copyright Act has a specific employer default for software and databases created in employment duties, with exceptions. Other works, pre-existing assets and commissioned contractor material need their own rights analysis. Record the necessary use, modification and onward rights in writing.

Pay, working time and employment records

Establish pay and hours before running payroll

Finland has no national euro minimum. Apply the relevant agreement’s wage classification and supplements. Where neither agreed pay nor a binding agreement supplies the amount, the statutory fallback is normal and reasonable remuneration.

Under the pay-period rules, monthly salary is ordinarily paid at least monthly; time pay based on a period shorter than a week is ordinarily paid at least twice monthly. Make wages available on payday and deliver a calculation showing the amount and basis. A weekend or qualifying holiday payday normally moves to the preceding working day.

Under the general Working Time Act, regular work is at most eight hours daily and 40 weekly. Total working time averages at most 48 hours weekly over four months. Obtain overtime consent. Daily overtime normally attracts 50% extra for the first two hours and 100% thereafter; weekly overtime attracts 50%, and Sunday work 100%, with applicable overtime added.

Ordinary rest is 11 consecutive hours daily and 35 weekly. A shift over six hours normally requires a break of one hour, reducible by agreement to at least 30 minutes where the ordinary break rule applies. Sector, averaging and agreement rules can change the calculation; some genuinely autonomous roles fall outside the Act. Keep individual hours/pay records and issue work schedules at least a week before their period starts.

Trace payroll from gross pay to actual payment

For a Finnish employer or foreign employer with Finnish PE/effective management, establish the employee’s tax status and withholding inputs before payroll. Record the Finnish personal identifier, or permitted foreign identifier with required identifying details. Resident wage withholding uses the tax-card rate, income ceiling and additional rate; absent required withholding data, the ordinary rate is 60%. Nonresident source-tax treatment requires its own assessment. Deduct applicable employee pension and unemployment shares separately.

For the ordinary Finnish-covered worker, contribution gates differ: employer health contribution ordinarily covers ages 16 to 67; TyEL applies from age 17 subject to its monthly minimum and birth-cohort upper age. The 2026 TyEL minimum is €71.72 monthly. Unemployment insurance ordinarily covers ages 18 to 64, with employer liability above €1,500 annual aggregate wages. Deduct a liable employee’s unemployment share even below that employer threshold, as the Employment Fund requires. International coverage can change these duties.

Payroll duty Ordinary action and timing
Employee document Deliver payslip on payment; necessary cash payment also needs accounting receipt evidence
Employee earnings report Report each payday’s wages, deductions and insurance details within five calendar days
Employer’s separate report File monthly health-contribution information by the next month’s fifth day; registered employers also report no-pay months
Vero remittance Pay withheld/source tax and applicable employer health contribution by the next month’s twelfth day for a monthly tax period
TyEL premium Pay the full premium to the pension insurer, including the deducted employee share; ordinary billing is due at the following month’s end, subject to policy terms
Unemployment contribution Employment Fund assesses employer/employee amounts quarterly; pay its invoice by its due date, ordinarily with a 21-calendar-day payment period
Accident and required group life Pay the insurer’s invoices; group life depends on the applicable agreement

Vero’s payment rule distinguishes filing from payment. Approved quarterly tax periods defer remittance to the twelfth of the second month after the quarter, without extending earnings-report deadlines. Reporting and tax-payment deadlines falling on weekends or public holidays move to the next business day.

Include taxable benefits in payroll. Under Vero’s reporting rules, fringe benefits are ordinarily reportable by the fifth day after the benefit month, or with the relevant cash report as permitted; qualifying tax-exempt expense reimbursements can be reported by the fifth day of the month after payment. Underlying tax and insurance payment duties remain separate.

Pension billing and Employment Fund invoices remain separate payment checks. Reconcile accepted reports, bank payments, Vero allocations and insurer/Fund balances.

Vero’s 2026 decision incorporates municipal and applicable church tax into employee withholding. Municipality/parish and Åland-specific inputs affect the employee calculation; use the correct tax-card data and ordinary Vero remittance mechanism.

For a no-PE foreign employer without Finnish effective management or voluntary registration, withholding is generally not required. The employee may need advance tax, while employer reporting can still apply, including for Finnish-insured workers or continuous stays exceeding six months. Voluntary registration changes withholding/reporting; it does not alone create employer health-contribution liability. Assess each insurance independently and communicate who pays the tax.

Retain private-sector payroll accounting for ten years from financial-year end, corroborated by current Vero guidance. Set separate retention schedules for vouchers, time/holiday records and personnel data under their own rules; do not apply ten years indiscriminately. There is no duplicate annual Vero wage return for data already reported to the Incomes Register. The Prepayment Act provides an employee annual wage/withholding statement by January 15 of the following year unless Vero directs otherwise, and immediately on request at termination.

For routine employee data, collect only information necessary for employment, explain its use, secure access and keep medical data separately with restricted access. Monitoring, cameras and work-email access have additional purpose, consultation and information safeguards; equipment ownership is insufficient authorization.

Leave, benefits and ongoing employer duties

Apply statutory leave and agreement enhancements together

Annual holiday accrues during the April 1 to March 31 credit year: two statutory weekdays per qualifying month if service is under one year at March 31, otherwise 2.5. Qualifying months follow the 14-day or alternative 35-hour rule. Saturday normally counts, so 30 statutory weekdays usually represent five weeks.

Pay statutory holiday pay and maintain holiday records. Normally allocate 24 weekdays during May 2 to September 30, with the remainder before the next holiday season. Consult the employee and notify timing a month ahead, or at least two weeks where a month is impossible. Holiday pay is normally due before leave; a holiday bonus needs a separate agreement basis.

Statutory sick pay covers the illness day and following nine statutory weekdays, normally Monday to Saturday excluding public holidays, subject to the sickness-allowance start. Pay is full after at least one month’s service and 50% with shorter service; agreements commonly alter the duration. Obtain reliable incapacity evidence where required. Kela sickness allowance is a separate insurance benefit; administer employer reimbursement where salary continues.

Kela’s family framework provides 40 pregnancy-allowance working days for the pregnant parent and normally 160 parental-allowance working days per parent, with transfer rules. Adoptive parents enter the parental scheme, normally with 160 working days each where two parents qualify; days must normally be used within two years of placement. Benefit eligibility depends on the parent’s coverage and care arrangements. Kela working days normally include Saturdays. Statutory leave is generally unpaid by the employer unless an agreement or contract requires pay; qualifying allowance can go to the employer for salary-paid days. Record leave periods, benefit claims and return arrangements. Employee leave notice is normally two months, or one month for leave of no more than 12 working days; adoption notice follows these periods whenever possible. Employment leave ordinarily uses up to four periods of at least twelve working days unless otherwise agreed, even where Kela permits smaller benefit periods.

Child-care leave normally extends until age three; adoptive parents have up to two years from adoption, capped at the child starting school. Separately, sudden illness of a child under ten can trigger up to four working days’ temporary care leave. Eligible serious-care situations provide five carer-leave working days annually. Preserve the return-to-work priority of the former job, then equivalent contractual work. These rights should be checked alongside family-leave rules, rather than reduced to an allowance total.

Fund benefits and operate a safe, fair workplace

Administer applicable pension and insurance duties, including employer-funded contributions and agreement-required group life. Preventive occupational healthcare is compulsory; general medical treatment is not the statutory minimum.

Maintain a risk assessment, train workers and address physical and mental workload, harassment and pregnancy-related hazards. Remote work still requires a safety assessment suited to the employer’s control over the workplace.

Prevent discrimination and provide reasonable disability accommodations. At 30 regular employees, prepare the required non-discrimination and gender-equality plans, including the pay survey and ordinarily a gender-plan update at least every two years. Facilitate safety representation: a representative and two deputies at workplaces with at least ten employees, and a committee at twenty. Company dialogue duties use different thresholds.

Changing terms and ending employment

Agreement is the normal route for changing essential contractual terms. A unilateral change can require dismissal-level grounds, notice and consultation. Written information about a changed principal term is due by its effective date, except changes deriving from legislation or collective agreements.

Situation Required process Employer implication
Personal dismissal Proper reason under the 2026 rules; normally warning/opportunity to improve and a hearing before decision Paying notice does not establish lawful grounds
Economic or production dismissal Proper and weighty reason, substantially and permanently reduced work, and alternative-work/training assessment Apply collective process where triggered
Ordinary fixed-term expiry Contract normally ends at its agreed endpoint Early notice termination needs a valid contractual/statutory route
New first-employment fixed term After six months, indefinite-contract grounds/procedure can permit notice termination Before expiry, explain continuation possibilities and assess the special work-offer duty
Pregnancy, family leave or representative status Apply the specific protected-worker rules before acting Pregnancy cannot justify dismissal; leave and representative status add safeguards

The January 2026 reform lowered the personal-dismissal threshold while retaining safeguards. Conduct occurring entirely before January 1, 2026 remains subject to the former personal-dismissal provision. Serious breach may dispense with a warning; it does not make every immediate exit lawful.

Unless a valid agreement changes them, employer notice is 14 days for service up to one year; one month over one to four years; two months over four to eight; four months over eight to twelve; and six months over twelve years. Check the contract and agreement before fixing the end date. During pregnancy leave, special pregnancy leave, parental leave or child-care leave, economic dismissal is restricted to complete cessation of the employer’s operations. A protected representative’s personal dismissal generally needs consent from the represented majority; their redundancy requires complete loss of work and no suitable reassignment/training route.

Check collective procedure before deciding

Under the amended Co-operation Act, the full regime generally applies from 50 regular employees. With representatives, arrange dialogue at least quarterly unless otherwise agreed; without representatives, the Act permits an annual common meeting. Employers with 20 to 49 must establish regular dialogue practices and negotiate when contemplating qualifying reductions affecting at least twenty workers in 90 days. That smaller-employer gate includes dismissal-ground layoffs, rather than every temporary reduction in work.

For covered reductions, issue the written proposal at least five calendar days before negotiations and send it to the employment authority by their start. Unless otherwise agreed in negotiations, the minimum is three weeks, reduced to seven calendar days for fewer than ten affected workers, layoffs of at most 90 days, employers below fifty workers, or restructuring proceedings. If the proposal plans at least ten economic/production dismissals, employment cannot end until thirty calendar days after the authority receives it. Check that independent end-date floor alongside notice.

Expiry can leave further duties

For the new first-employment fixed term, explain continuation possibilities before expiry; on request, provide the explanation in writing within one month. The June amendment also creates a conditional work-offer period after expiry equal to one-third of the ended relationship. Its trigger concerns contemplated additional hiring for the same or similar task at expiry.

Since October 1, 2026, the equality amendment requires unsolicited written reasons for fixed-term expiry or nonrenewal where the worker reported pregnancy, childbirth or covered family leave, or used such leave. Give them without delay and no later than expiry. KT’s implementation guidance identifies an exception for extremely short single-shift or occasional engagements.

Settle final wages and untaken holiday compensation on the applicable final payday, normally the last employment day unless validly agreed otherwise. Give an employment certificate on request. Unlawful termination can create compensation liability beyond notice pay. For employers regularly employing at least fifty, statutory redundancy recall can last four months, or six after at least twelve years’ continuous service, subject to the former worker’s jobseeker status and same/similar-work conditions.

Three situations that change the employer’s action

These examples are illustrative.

Your first regular hire starts before the first payday

A Finnish employer hires one permanent employee at wages exceeding the accident threshold. Employer-register entry may be optional, but accident cover must precede work and preventive healthcare is required. Set up applicable TyEL before the first report, then report wages within five calendar days of payment. The registration exemption does not postpone the insurance duty.

Your first-employment fixed term ends after a pregnancy notification

A qualifying nine-month contract ends after October 1, 2026. Explain continuation prospects and give the protected worker unsolicited written expiry/nonrenewal reasons by expiry. If the statutory same/similar hiring condition applies, track a three-month work-offer period: nine divided by three. The June contract rule and October protection create separate actions.

Your foreign company pays a Finnish-insured employee

Assume the company has confirmed no Finnish PE, effective management or voluntary employer registration. It generally does not withhold Finnish income tax, yet must report the Finnish-insured worker’s wages. Assign the employee’s advance-tax arrangements and each insurance payment separately. Vero’s foreign-employer rules require separate decisions about collection, reporting and coverage.

Managing these obligations through an EOR

An EOR arrangement can administer contracts, payroll, statutory contributions, benefits and employment records. Confirm the actual Finnish legal employer, agreement coverage, worker eligibility and responsibility split before contracting.

Where the arrangement is labour supply, the user company directs work and retains daily safety duties, including communicating skills and risks. The client’s checks generally require contractor certificates before the supply contract outside the exemption for at most ten working days; consecutive periods can aggregate. A foreign posting or regulated activity requires its own permission and duration assessment.

The October equality amendment also exposes user companies to compensation for their own discriminatory agency-worker selection or order-ending decisions involving pregnancy, parenthood or family-care obligations. An EOR contract does not remove that responsibility.

Questions employers ask about employment law in Finland

Do we need to join an employers’ association?

Membership is not required for a generally binding agreement’s minimum terms to apply. Identify coverage from the work and sector before negotiating individual terms.

Is every fixed term limited to one year?

The one-year cap discussed here belongs to the new first-employment exception. Other justified fixed terms and special statutory routes have their own conditions.

Must we buy general medical care for staff?

Preventive occupational healthcare is compulsory. General medical treatment is an additional benefit unless an agreement or contract requires it; it is separate from employer health-insurance contributions.

Can we dismiss an employee by paying notice?

The employer still needs lawful grounds and the required procedure, including protected-worker and consultation checks. Notice establishes one part of the timing.

Does reporting wages pay the taxes?

No. Reconcile the accepted report with actual Vero remittance and separate insurer/Fund payments. Keep payment evidence as well as filing confirmations.
