Often, yes, but the employee's existing job does not automatically carry permission to live and work in Finland or settle every Finnish payroll obligation. Before approving the move, confirm the employee's residence and work rights, choose a valid employment arrangement, and make sure tax, insurance, work terms and first payroll are ready. An employer of record can be one employment route; it does not create immigration permission by itself.
Can your employee move to Finland and stay with the company?
For a permanent move, decide whether to approve the work location, whether the employee may live and work in Finland, who will employ them legally, and whether the required employment and payroll setup is ready. Plan team continuity separately.
Establish the facts before approving the move
Before an unconditional decision, record:
- Origin, current legal employer, Finland worksite, permanence and target date.
- Actual duties, work pattern, client contact, signing authority, regulated activity and data access.
- Citizenship or permit basis and any limits on employer, field or task.
- Service date, leave and pay ledgers, bonus/equity, benefits, probation, notice and needed consent.
These facts affect permission, registration and closeout. EU, Nordic, Liechtenstein and Swiss citizens may work without a Finnish residence permit. EU citizens may start before registration, but register residence on a qualifying ground if staying over three months. Nordic citizens use DVV for longer stays. Migri explains the distinction.
Assign owners for unresolved origin and destination questions. The Ontario example is not a universal rule. Immigration and HR verify personal evidence before approval.
Choose the destination employment arrangement
Permanent moves, short assignments and employer changes are different routes. Confirm work permission, tax and insurance for the actual case.
A foreign company without a Finnish permanent establishment generally need not enter the Employer Register, but may do so voluntarily. Registration and withholding are separate from immigration permission. Finnish insurance can trigger Incomes Register wage reporting from the first payment, without waiting six months. Employer health-insurance contribution liability depends on the employer's residence and PE status; do not assume voluntary registration alone makes it due. The employee may need prepayments when employer withholding does not apply. See Vero on foreign employers and international earnings reports.
A permanent Finland worksite is not a posting just because the employer is abroad. Finland’s Posted Workers Act covers specific temporary cross-border services and sets employment protections; it is not a general immigration waiver. A treaty day count does not settle work permission, insurance, registration or company-tax presence. The Finland EOR guide covers the separate local-employment decision.
Agree what happens to pay, benefits and existing rights
A move alone does not establish a statutory business transfer. Record what continues or changes. Finland's Employment Contracts Act ties succession to a transferred business or functional part that continues as the same or similar. Use written terms for company-recognized service or balances, subject to mandatory rights.
Calculate Finland holiday separately under current Finnish holiday law and any applicable collective agreement. Ontario vacation is not automatically Finnish statutory leave. Review bonus, equity, data, IP and client authority before the move.
Coordinate approval, documents and first payroll
Assign gate owners. Company approval does not authorize Finland work:
- Confirm permission. Verify lawful residence and work rights for the proposed employer; a change of field, employer or task may require a new permit.
- Approve the work location. HR and tax review duties, client authority, regulated activity, security and company-presence risks.
- Set route and terms. Name the legal employer before and after; document pay, currency, service, leave, bonus and benefits; check collective terms and consent. If the employer changes, confirm permit, origin-law coverage, consultation, notice, termination benefits, accrued final pay and service consequences first.
- Prepare Finnish administration. Confirm tax collection/prepayment, registration, reporting access, insurance, occupational health and payroll. Employee tax residence and employer PE are separate tests.
- Close the origin ledger. Reconcile salary, leave, vacation pay, taxes, contributions and benefits. Do not record termination unless employment ends.
- Test and fund payroll. Confirm gross, currency, benefit dates, funding and filing; assign the first-pay reviewer.
- Release the start only after gates pass. If permission, employer route, insurance or payroll readiness is missing, move the date; no Finland work begins.
Dates below are internal assumptions, not processing estimates. Earnings are generally reported within five calendar days after payment, with the next business day allowed when day five falls on a weekend or holiday (official rule).
Two relocation cases and the costs that change
These hypothetical cases assume no actual person's nationality or approval.
Migri guidance permits foreign-employer remote work during lawful stay, but this is not grounds for a Finnish work-based permit or long-term residence.
Permit holders must check permit scope. Migri's job-change guidance says outcomes vary by permit, field and tasks; a residence permit alone does not establish rights for the proposed job.
Worked Ontario-to-Finland case. Assume an ordinary private-sector employee has worked for the same Ontario company since June 1, 2022, and will move permanently to Finland on November 2, 2026. The employer has no Finnish entity. The employee is hypothetically Finnish tax-resident and insured, with an independently valid right to reside and perform this work; this is a scenario premise, not a verified person's status. The Ontario company remains legal employer; it amends the contract without terminating employment. For this example only, assume the Ontario company is a nonresident employer, its tax assessment finds no Finnish permanent establishment, and it voluntarily enters the Finnish Employer Register and withholds Finnish income tax using the employee's tax card. On these assumptions it owes no employer health-insurance contribution; it files the employer's separate report with EUR 0 for that contribution. Other applicable statutory insurance duties remain separate. This models a route and is not an opinion on an actual company. See Vero's detailed international reporting guidance and employer separate-report instructions.
The company recognizes June 1, 2022 service internally and does not restart probation, subject to mandatory law; statutory seniority and any collective agreement are checked separately. It confirms Canadian benefit-plan coverage in Finland and replaces any excluded cover with benefits agreed with the employee. Finnish statutory insurance and preventive occupational health begin November 2. Optional benefits may differ from the Ontario package; no equivalence is promised. An October 1 ledger shows 12 unused Ontario vacation days and CAD 2,400 accrued vacation pay. The 12 days are paid leave from October 14 through October 29, 12 weekdays. The scenario assumes a written agreement under Ontario's permitted timing rules to pay the separate CAD 2,400 balance, accrued through October 13, on the regular payday October 30. Payroll separately accounts for vacation pay on leave wages and prevents double payment. Ontario vacation is not added to Finnish statutory holiday or carried indefinitely. See Ontario's vacation-pay guidance.
Gross remains CAD 8,000 monthly by agreement. At an invented illustrative rate of CAD 1 = EUR 0.67, CAD 8,000 × 0.67 = EUR 5,360 gross. This is not a current rate, employer budget, quote, tax estimate or net-pay promise. The amendment names the actual conversion method; payroll determines deductions and benefits from verified facts.
For a permanent move from Canada, do not assume a temporary social-security certificate. The Finnish Centre for Pensions explains Finnish coverage for foreign-employer remote work. Ontario payroll separately reviews tax residence, withholding, CPP/EI and benefits.
What stays with your company after the move
Your company can keep setting goals, assigning work, managing performance and promotion, and maintaining ordinary HRIS and collaboration access. If the legal employer changes, record that distinction and route employment changes through it. Review client authority, regulated work, data and IP, and set Finland worksite, time-recording, equipment and safety instructions. Finland requires preventive occupational health, while broader medical care is optional. The Finnish Institute of Occupational Health explains the employer's duty and home-work safety limits.
Questions about keeping an employee in Finland
Does an EOR give the employee a Finnish work permit?
No. An EOR is a possible employment arrangement, not an immigration status. Check the employee's permit or independent work right against the actual employer and job before changing the contract.
If the legal employer changes, what happens to Ontario rights?
First confirm whether Ontario employment standards still cover the worker, then check consent or consultation, notice, termination benefits, accrued vacation pay, taxes and benefits. If Ontario ESA applies and employment ends, unpaid vacation pay is due by the later of seven days after termination or the next payday. See Ontario's vacation guidance. The worked case assumes continuous employment with the same company.
Are Ontario vacation days automatically transferred to Finland?
No automatic transfer is assumed. Reconcile origin vacation time and pay, then establish Finland holiday separately under local law and any applicable collective agreement. Company service recognition is distinct from statutory entitlement.
What should we do if the employee needs permission?
Pause the Finland start. Identify a real qualifying residence and work route, verify it against the proposed job and employer, and then revisit payroll and employment terms. If no qualifying route is available, defer or decline the move. Do not treat payroll setup or an EOR contract as a substitute for permission.
