Costa Rica makes the payroll ledger the real product

The provider table matters, but the invoice architecture matters more. Costa Rica adds two recurring obligations that can make a low headline fee look deceptively complete.

The current CCSS calculator displays employer contributions of 26.83% of salary and employee deductions of 10.83%. The 2026 employer figure reflects an increase in the IVM pension component. BDO Costa Rica also identifies two limits that should travel with the number: its 1% INS line is illustrative, and certain non-agricultural employers with fewer than five permanent employees can have different INA treatment.

Aguinaldo creates the second ledger. Under MTSS guidance, the employer pays it within the first 20 days of December. The calculation adds ordinary and extraordinary salary earned from December 1 through November 30 and divides the total by 12. Overtime, commissions, and other salary-character payments can therefore change the reserve.

Those two mechanisms produce a practical procurement rule:

Across a full year, the salary is CRC 24,000,000, the employer contribution line is CRC 6,439,200, and the aguinaldo is CRC 2,000,000. The planning floor is CRC 32,439,200, or 35.16% above the twelve-month base salary.

1. Classify the job before checking the salary

Costa Rica does not use one minimum wage for every employee. The official 2026 wage table classifies work by occupation and qualification, with some rates stated per day and others per month. For example, the monthly university bachelor category is CRC 664,078.07 and the licentiate category is CRC 796,921.

Ask the EOR for the proposed occupation category and the duties used to select it. A salary above one visible threshold can still be wrong if the role belongs in a different category.

2. Make variable pay flow into aguinaldo

The aguinaldo base includes ordinary and extraordinary salary. A payroll system that reserves only one-twelfth of fixed base salary can understate the December obligation when commissions, overtime, or recurring salary payments change during the year.

Ask for a sample month with variable pay and the corresponding aguinaldo accrual. Then ask how the provider performs the November close and December reconciliation.

3. Test time and leave rules in the payroll engine

General ordinary limits are 8 hours per day and 48 per week for daytime work, 6 and 36 for night work, and 7 and 42 for mixed work. Overtime is generally paid at 1.5 times the ordinary rate. Employees earn a minimum of two weeks of vacation after 50 weeks of continuous service, according to the Labour Ministry.

The Labour Code sets notice according to tenure for indefinite relationships: one week after 3 to 6 months, 15 days after more than 6 months through one year, and one month after more than one year.
