Key Takeaways

  • Full Service and No Tax Filing determine who files and deposits US payroll taxes; household payroll is a separate use case.
  • A business may keep SurePayroll for its US workforce and use EOR for an eligible overseas employee.

A small business running payday for a few people has a different buying problem from a company hiring its first employee abroad. SurePayroll is built around the first: its small-business service targets solopreneurs and microbusinesses with up to five employees, with unlimited payroll runs, direct deposit and a choice of tax-filing responsibility.

Borderless AI becomes relevant when the missing piece is a legal employer for an overseas hire. Its EOR service covers employment contracts, onboarding, payroll, taxes and benefits without requiring the customer to establish its own foreign entity.

For existing US payroll, SurePayroll deserves consideration on its own terms. For employment abroad without local employer infrastructure, evaluate Borderless AI. An international hire does not automatically mean replacing the payroll that already works at home.

SurePayroll's own HR outsourcing guide distinguishes payroll software from co-employment and says the customer remains the employer. Borderless describes the different responsibility assumed through its employment model.

SurePayroll's most consequential choice is tax filing

SurePayroll separates Full Service from No Tax Filing. Full Service files and deposits payroll taxes; No Tax Filing leaves those tasks with the customer. Both appear on its business product page.

That distinction matters more than a small difference in the monthly subscription. If your reason for buying payroll is to stop managing filing deadlines, choose the service scope that actually transfers that administrative work. If your accountant already handles filings, ask how the alternative plan fits that arrangement.

Budget beyond the base subscription. The pricing page lists a worker charge, a multi-state supplement, separate local-tax charges and paid accounting or timeclock connections. It also lists annual W-2 and 1099-NEC fees of $50 plus $5 per form. Confirm the applicable base rate, promotion and extras in a written quote.

Borderless EOR pricing needs a different breakdown: the service fee alongside wages, employer contributions and benefits. A payroll subscription and an EOR fee purchase different responsibilities, so the smaller headline amount cannot settle the comparison.

Household payroll is a separate use case

A family paying a nanny or caregiver should examine SurePayroll's household offering. It includes federal and state tax filing, payroll scheduling and a signature-ready Schedule H. The family still needs to understand what it must sign and submit.

This is a concrete reason to prefer a specialist household workflow over a general international employment comparison. Borderless's company EOR proposition does not establish that it replaces nanny payroll.

Business.com also identifies household employers as a strong SurePayroll fit. Its review carries an advertising disclosure, so use that assessment as context and confirm product details directly.

Can SurePayroll handle international employees?

The SurePayroll products compared here are organized around US payroll: federal and state taxes, W-2 employees and 1099 contractors. Their published scope does not establish a Canadian or UK payroll edition or an overseas legal-employer service.

A buyer's location is separate from the employee's work location. A Canadian or UK business evaluating US payroll still needs to establish who legally employs its US workers. The ability to operate a payroll account online does not answer that question.

If you need to employ someone abroad without your own local employer infrastructure, ask Borderless to confirm EOR availability for the specific market and role. If you already have that infrastructure, consider global payroll instead. EOR is not required simply because a payment crosses a border.

Can you keep SurePayroll and add Borderless?

Yes, that can be a sensible operating arrangement: keep SurePayroll for the US workforce and use an EOR for an eligible overseas employee. Treat it as two services with clear responsibilities. Before committing, decide who approves pay changes, how employment costs reach accounting and who handles employee questions.

Also distinguish employees from contractors. SurePayroll supports both pay types in one dashboard, including 1099-NEC reporting. Contractor payment functionality does not itself provide an employment relationship abroad. Establish the correct worker arrangement before selecting the payment workflow.

If your whole requirement is small US payroll or nanny payroll, focus on SurePayroll's relevant plan and its complete annual cost. If the requirement is employing abroad without a local employer, bring Borderless into the decision and verify that hire's terms and availability.
