A staffing agency has to get two numbers right: what a worker earns and what the client owes. Bullhorn's pay-and-bill software connects those calculations to placement records, billing rules and financial reporting. That is the starting point for evaluating Bullhorn payroll.
Borderless AI addresses a different decision when a company wants an employee abroad and needs a legal employer there. Its EOR service covers employment agreements, payroll, taxes and benefits without the customer establishing its own local entity.
For an agency replacing recruitment and client-billing software, Borderless AI should not be treated as a substitute for Bullhorn. For a company hiring its own overseas employee, the employer arrangement deserves a separate evaluation. One business can need both.
What each option is for
Bullhorn's plan descriptions, its Greenshades listing and Borderless AI's EOR description support these different scopes.
How Bullhorn payroll fits staffing operations
The value of Bullhorn is the connection between recruiting and agency finance. A job can carry billing terms into the back office, while reporting helps an agency examine gross margin by client or job. Replacing that workflow requires more than the ability to send wages.
For payroll processing, Bullhorn documents a Greenshades integration that transfers candidate and placement information into payroll and tax management. Greenshades supports variable pay cycles, off-cycle checks and detailed labor-cost allocation to clients and job sites. Those capabilities are relevant to firms whose workforce and assignments change frequently.
Configuration also matters. Bullhorn's integration documentation says the listed third-party payroll and financial integrations use Workato middleware, require appropriate licenses and involve Professional Services. Include that work in the buying conversation.
Regional availability needs its own check. The North American pay-and-bill page describes Greenshades using US employer context. The UK workforce product separately describes time capture and rate-card management. Neither establishes one identical payroll package for US, Canadian and UK agencies. Confirm the payroll engine, tax filings and supported jurisdictions for the exact edition you are buying.
Does Bullhorn offer an employer of record?
Bullhorn's marketplace includes People2.0, which advertises EOR and agent-of-record services for staffing and recruiting businesses. That is a separately branded partner offering. A marketplace listing does not make Bullhorn's software the legal employer.
This distinction matters if your agency wants to place workers with clients abroad. Identify the employment provider, contracting parties and assignment coverage before comparing proposals. A staffing placement is a different brief from hiring a recruiter or engineer for your own company.
For the latter, Borderless AI's EOR model supplies the legal employer while the customer directs day-to-day work. Confirm support for the specific country, role and arrangement. Do not assume an agreement for the company's own team also covers supplying workers to third-party clients.
Paying someone described as a contractor does not answer these questions. Establish the intended worker relationship and who will hold the employment contract before choosing a payment workflow.
What should you compare on price?
Bullhorn publishes recruitment-plan prices, but its Bullhorn One plan and Middle Office offering direct buyers to a quote. An entry-level ATS seat price is not a quote for staffing payroll, tax processing and billing.
Ask for the complete scope: software modules, payroll provider, implementation, integration licenses and ongoing support. For an EOR proposal, separate the service fee from salary, employer taxes and benefits. A software license and an employment-service fee purchase different responsibilities.
Can you keep Bullhorn and add overseas employment?
That can be a sensible operating choice. An agency might retain Bullhorn for placements and billing while evaluating an EOR for its own employee in a new country. Agree how that employee's costs reach finance and who owns changes to pay, leave and employment terms.
If the company already has the relevant legal-employer infrastructure, assess payroll delivery before adding an EOR. Borderless AI also offers global payroll, a distinct service scope.
The buying test is concrete: demonstrate the placement-to-paycheck-to-client-invoice workflow when staffing operations are the problem. Request an employment proposal for the exact country and role when a legal employer abroad is the problem. Use both evaluations when both needs exist.
