Key Takeaways

  • Confirm the employee package and employer readiness before ending supplier service; accepted payroll reporting and actual remittances are separate completion checks.
  • In the ordinary 2 November example, five holiday days are initially unpaid through 31 March 2027 unless earlier accrual or improved terms apply.
  • SEK50,000 gross plus standard employer contributions already exceeds the old SEK65,000 fee; agree pension and insurance terms before accepting the replacement package.

To convert a contractor to an employee in Sweden, agree the replacement package and rights, confirm employer readiness, and coordinate the supplier end with the employee start. Settle the holiday balance, pension and A/FA-tax treatment first.

What changes when a contractor becomes an employee in Sweden?

Your existing worker needs an accepted employment package and a documented end to the services covered by the supplier contract.

LeaveSupplier contract governs availabilityStatutory leave and paid-day accrual applyOpening balance and any enhanced leave

Establish status, work rights and the employment route

If the earlier relationship may already have been employment, assess service, leave and payroll exposure before setting opening balances. A prospective agreement does not clear those periods. Statutory service continuity differs from voluntary recognition of genuine contractor service.

Name the employer on the offer. An existing Swedish entity can employ directly; a foreign company can use foreign employer registration. Registration does not settle permanent-establishment, branch or social-security questions, and its payroll treatment can differ from the Swedish-company example below.

For an EOR worker employed for supply under client control, staffing rules can apply, including equal treatment. More than 24 months at the same operational unit within 36 months triggers a client obligation to offer permanent employment or pay two current monthly salaries within one month. Qualifying collective agreements can alter this; certain supported placements are excluded.

Check employee work permission before start; a self-employed permit does not establish it. The ordinary employee permit route has salary and employment-condition tests, plus health, life, work-injury and occupational-pension insurance requirements by job start.

Agree the offer, start date and treatment of existing rights

Agree these terms before supplier closeout. The default is indefinite, full-time employment unless a lawful alternative is agreed.

Agree the handoff before ending supplier service

With a prospective employer or EOR, agree this conversion handoff before supplier termination:

  • You and the worker supply the contractor agreement and actual counterparty, last-service and invoice/expense details, service history and existing IP records. The worker supplies identity, work-permission and payroll inputs through the agreed channel.
  • Worker and prospective employer accept the offer, initial leave, service treatment and benefits. Ask the named employer to confirm permission checks, coverage, payroll readiness and the start date.
  • Confirm responsibilities in writing: missing documents, supplier notice/consent, employee documents, filings and payments. Agree the readiness plan and evidence; later payroll deadlines remain scheduled obligations.

Explain the initial holiday balance before the worker signs

Under the ordinary statutory holiday rules, the holiday year runs from 1 April to 31 March. The normal entitlement is 25 days, but someone starting after 31 August has only five days in that holiday year. Paid days depend on the preceding earning year.

For a genuine contractor starting employment on 2 November 2026, with no earlier employment accrual or improved agreement, those five days are unpaid through 31 March 2027. The worker may decline unpaid holiday. Agree any additional paid leave or advance arrangement explicitly. Do not describe contractor service as automatically earned employee holiday.

The baseline is 40 ordinary hours weekly with statutory rest, subject to agreement and role exceptions. Permanent employees have sick-pay eligibility from day one: generally 14 calendar days of employer sick pay at 80%, subject to the qualifying deduction. Parental leave rights, state benefit payments and employer top-ups are separate.

Without a collective agreement, supplementary insurance is generally voluntary, subject to sector requirements and binding promises. Check permit requirements independently. Registration alone does not activate a private policy. Decide the pension terms with the rest of the replacement package below.

Review existing supplier IP grants and obtain missing rights in writing. Future employee software copyright passes to the employer within the duties/instructions scope unless otherwise agreed. Other copyright needs appropriate terms; patentable employee inventions have separate allocation and remuneration rules. Employment does not acquire earlier contractor deliverables automatically.

Compare the old invoice with the employee package

There is no universal invoice-to-salary conversion ratio. This illustration assumes a Swedish citizen born in 1990, Swedish social-security coverage and a domestic employer claiming no contribution relief.

ItemContractor arrangementEmployee proposalWho pays or decides
Headline amountSEK 65,000 monthly fee, excluding VAT and reimbursed expensesSEK 50,000 monthly gross salaryParties negotiate; business revenue differs from wages
Employee taxBusiness tax treatmentActual preliminary tax withheld from grossEmployer applies the employee's table or decision
Employer contributionsOutside this fee comparisonSEK 15,710 at the standard 31.42% rateEmployer, additional to gross
LeaveSupplier termsInitial balance above; holiday pay when earned or agreedEmployer provides statutory or improved terms
Pension and insuranceIdentify what the fee funded personallyNo occupational pension promised in the worked base; specify any supplementary coverWorker and employer must accept the actual package
Bonuses, commission and expensesContract and invoice itemsDefine separately from base salaryParties agree treatment and payroll records

The 2026 contribution rate gives SEK 65,710 for salary plus contributions alone: already SEK 710 above the old fee, before pension, insurance or holiday supplements. This does not establish equivalent worker value or take-home pay. Our Sweden hiring-cost guide covers the broader budget decision.

Agree what replaces the contractor's pension and cover

Private employment does not automatically include occupational pension. The pension authority suggests asking about an individual arrangement, or personal saving where affordable. Statutory employer contributions do not establish an occupational pension.

Before accepting SEK 50,000, identify what the old fee funded for retirement, insurance, expenses and time off. Ask for the employer's pension contribution basis, cover and effective date, or confirmation that none is offered. Negotiate funded pension, different gross pay or another acceptable package; cash alone does not provide the same insured protection.

Record acceptance. The worked base expressly has no employer occupational pension; replacement personal saving would be funded separately. This is an illustration, not a recommended pension level. If pension is agreed instead, add its premium, applicable pension-cost payroll tax, confirmed cover and provider/annual-tax timetable before approving the revised offer.

Complete the country conversion steps

  1. Buyer confirms the conversion handoff. Resolve the status, permission and route gates above; obtain the named employer's readiness confirmation and the worker's acceptance.
  2. Employer delivers the agreed terms. Complete the offer items above before start as the operating target. Statutory written-information deadlines are seven calendar days after work begins for core particulars and one month for the remaining listed particulars.
  3. Buyer closes with the actual supplier. Read its notice, minimum term, termination charges and consent requirements. Obtain a signed variation if needed; agree final service, deliverables, expenses and invoice due date. An employee signature does not terminate a contract with the worker's company.
  4. Employer and payroll complete setup. Register as employer before first salary payment. Confirm the decision's first reporting month and authorised filer. Obtain the worker's identifier, bank details and A-tax certificate or an authorised current tax-information response; arrange applicable benefit coverage for its agreed start.
  5. Payroll resolves the tax-status change. Salary uses A-tax treatment; a sole trader retaining genuine business may need FA-tax. F-tax is invoked for business assignments. Where an F-tax exemption prevents withholding despite obvious employment, a separate written notice is due by the payment period's employer-declaration deadline.
  6. Payroll pays and informs the worker. Approve gross pay, benefits, deductions and employer contributions. Pay net wages and deliver the payslip information.
  7. Payroll and treasury close the cycle. Submit the monthly individual employer declaration, AGI, which also reports the employer contributions. Reconcile employee information and separately prove withheld tax and employer contributions reached the tax account. An accepted return does not prove payment.

Worked cutover: Stockholm, November 2026

This hypothetical uses a Swedish AB hiring its first worker: a Swedish citizen born in 1990, resident and working in Stockholm in an ordinary office role. Assume no CBA, cross-border coverage, taxable extras or occupational-pension commitment, and annual turnover at most SEK 40 million. The no-pension package is expressly accepted as discussed above. Employment starts 2 November; the parties agree full November gross pay of SEK 50,000 on 25 November despite the partial calendar month. For an EOR conversion, obtain its actual dates and responsibilities rather than copying this AB's filing category.

The official 2026 calendar moves the ordinary Saturday 12 December deadline to Monday 14 December for this category. If the F-tax notice is triggered for November, its deadline is also 14 December.

Stockholm municipal tax is the resident's income tax, collected through national withholding. This example has no separate city employer payroll registration, return or payment. Use the actual employee tax table or decision, rather than the city's headline percentage.

The Swedish-citizen example requires no third-country admission notice. For a covered third-country employee, the contractual employer's separate SKV 1160 notice is due by the end of the third month after the start month.

Close the contractor engagement and verify first payroll

Before closing the supplier record:

  • Retain the actual counterparty's notice or consent, agreed end and surviving obligations.
  • Reconcile invoices, VAT, expenses, deliverables and existing IP grants.
  • Record equipment ownership or transfer, confidentiality, data access and the employee handover.
  • Preserve any unresolved dispute separately.

For first payroll, check:

  • Reconcile gross pay, benefits, employee withholding, net bank payment and employer contributions.
  • The payslip was delivered; employee AGI information matches it and corrections are communicated.
  • Employer registration, tax inputs, leave balances and applicable benefit effective dates are recorded.
  • Retain the declaration receipt and separate tax-account payment evidence, plus any conditional filing or notice.
  • Check no service period or payment was omitted or duplicated at the handover.

For wages already reported through AGI, no duplicate annual statement is required for that remuneration.

Two conversion situations to plan for

A planned November conversion. A genuine independent office consultant compares the initial holiday balance and absence of occupational pension with what the old fee funded. In this illustration, the worker accepts those terms. HR records that acceptance and confirms start readiness before the mutual supplier closeout; the calendar then governs the later payments and declarations.

The worker keeps a separate business. The same consultant continues other genuine client assignments. The worker resolves A/FA-tax status before payroll, supplies updated inputs and identifies old business invoices separately. Payroll uses the step 5 notice check if needed and moves employee remuneration off the supplier workflow.

Questions about converting contractors in Sweden

Must we match the contractor's old invoice as salary?

No fixed ratio establishes the right salary. Use the worked bridge to negotiate the cash, leave and benefits the worker will accept.

Does contractor service count toward employee leave or seniority?

Genuine supplier service is not automatically statutory employment service. Record any enhanced recognition separately from rights arising through actual earlier employment or a qualifying transfer.

Can we start a new probation period?

Probation requires agreement. The statutory ceiling is generally six months, subject to applicable agreements. Assess whether a trial is appropriate after the worker has performed the job. The example has no probation.

Can the final invoice be paid after employment begins?

Yes, the dates can differ when the invoice relates to completed supplier services and the agreed payment terms allow it. Record the service period and due date so accounts payable and payroll do not pay for the same work twice.

Should supplier termination wait for a confirmed employee start?

Coordinate notice with confirmed readiness. If terms, permission, cover or payroll inputs are still outstanding, agree revised dates with the actual counterparties. An indicative onboarding date is insufficient grounds to end supplier service.
