Key Takeaways

  • Borderless AI ranks first at USD 579 per employee per month. Remote suits structured global-platform operations, Tawzef offers Egypt-local recruiting and HR support, and RemoFirst provides the lowest starting fee through local partners.
  • Egypt requires a written Arabic employment agreement with four copies for the employer, employee, social-insurance office, and administrative authority; Arabic controls translation conflicts. The provider must also own social-insurance registration within two weeks of starting and required renewal or ending notifications within 15 days.
  • Employer social insurance is generally 18.75% of the applicable insurable wage, using the 2026 monthly band of EGP 2,700 to EGP 16,700. The insurance floor is distinct from the EGP 7,000 private-sector minimum wage. Salary, benefits, EOR fees, and currency costs must remain separate in the quote.

In Egypt, choose an EOR that can maintain the Arabic employment agreement's four-copy filing chain and apply the current social-insurance wage band. Borderless AI is #1. We handle legal employment, contracts, payroll, benefits, and support through one accountable service. Remote is the strongest alternative for buyers who want a mature global platform and structured onboarding. Deel suits teams consolidating a larger HR stack, while Tawzef offers a credible Egypt-local option.

Egypt changed the EOR buying test in September 2025

Egypt's Labour Law 14 took effect on September 1, 2025 and repealed the 2003 law. One of its implementing measures, Decision 214, turns the employment agreement into an operational filing chain.

The employer must prepare the agreement in writing in Arabic and produce four copies:

  1. one for the employer's employee file;
  2. one for the employee;
  3. one for the competent social-insurance office;
  4. one for the competent administrative authority.

For an employee who reads another language, the agreement may also include that language or English. The Arabic text controls any conflict between versions. The agreement must contain the start date, party details, nature of the work, wage, payment method, payment date, and agreed cash and non-cash benefits.

The record must also stay current. Decision 214 requires the employer to file a fixed-term renewal, or notify the labour directorate of a non-renewal or other end of employment, within 15 days. The ILO's Egypt record adds a related warning: a fixed-term agreement is treated as indefinite if it is unwritten, has no duration, or continues after expiry without written renewal. The same source records a maximum probation period of three months, which cannot be repeated with the same employer.

This makes a polished contract generator a small part of the service. The buyer needs to know which Egyptian legal entity employs the person, who produces each official copy, who files it, what receipt or status proves completion, and who repairs the record when a term changes.

Social-insurance onboarding has its own clock. The NOSI procedure requires the employer to submit Form S1 and supporting records within two weeks after a private-sector employee starts. A provider's advertised onboarding time and the completion of every government registration are different milestones. Ask for both dates.

The five records to request before approving a start

Record What it should resolve
Employing-entity record Full Egyptian legal name, registration details, and the entity named in the employment agreement
Agreement pack Arabic text, any translation, four-copy destinations, signatures, and the controlling version
Filing schedule Named owner and deadline for the labour and social-insurance filings
Completion evidence Receipt, portal status, stamped copy, or another dated proof for each required filing
Change log Process for amendments, fixed-term renewals, non-renewals, and other end-of-employment records

An answer such as "our local team handles it" is incomplete. The proposal should name the entity, action, owner, deadline, and proof.

A 2026 Egypt quote needs the correct insurance base

Egypt's private-sector minimum wage is EGP 7,000 per month. Social insurance uses a different concept: the insurable wage. From January 1, 2026, NOSI set the monthly insurance band at EGP 2,700 to EGP 16,700. These values are not interchangeable. The EGP 2,700 insurance floor is not a lawful monthly wage offer for an ordinary full-time private-sector employee.

For an ordinary covered employee, ISSA records an employee contribution of 11% and an employer contribution of 18.75% of the insurable wage. The combined rate is 29.75%.

Here is a narrow illustration. It assumes the employee's monthly cash wage is also the applicable insurable wage before the statutory floor and ceiling are applied. It excludes income tax, benefits, provider fees, and any employee, sector, or establishment-specific charge.

Monthly gross pay Insurable wage used Employer at 18.75% Employee at 11% Combined
EGP 8,000 EGP 8,000 EGP 1,500.00 EGP 880.00 EGP 2,380.00
EGP 20,000 EGP 16,700 EGP 3,131.25 EGP 1,837.00 EGP 4,968.25

The second row shows why applying 18.75% mechanically to the full salary would be wrong under these assumptions. At EGP 20,000, the 2026 ceiling limits the ordinary employer contribution in this illustration to EGP 3,131.25. The thresholds change annually, so a quote for a 2027 start needs a new check.

Normalize every proposal into the same rows

Ask each provider to return one employee-specific quote with these fields:

Quote line Required detail
Gross salary EGP amount, pay frequency, and effective date
Insurable wage The wage base used and the reason it differs from gross salary, if it does
Employer social insurance Rate, capped base, and EGP amount
Employee social insurance Rate, capped base, and EGP deduction
Other statutory items Name, legal basis, payer, frequency, and amount
Benefits Mandatory and optional items separated
EOR service fee Currency, unit, included services, and any volume term
Currency conversion Source rate, markup, lock date, and settlement currency
One-time items Onboarding, amendment, equipment, or end-of-employment charges, if any
Total invoice Monthly total in the billing currency, with pass-through items identified

This format prevents a low platform fee from being compared with another provider's broader all-in estimate. It also makes payroll errors easier to trace.

1. Borderless AI

Best for: Companies that want one accountable EOR operator, a modern platform, and a dedicated human support path.

Price: Our EOR plan is USD 579 per employee per month.

Our EOR platform makes Borderless the legal employer while the client directs the employee's daily work. In Egypt, we manage employment agreements, payroll, required deductions and contributions, benefits, and employer filings. AI-assisted agreement and HR tools work alongside payroll specialists and a dedicated support contact.

Tradeoff: A buyer that also needs candidate sourcing or hands-on Egypt-local employee relations should scope those services separately. Tawzef's local HR offering may fit that wider brief better.

2. Remote

Best for: Buyers that prioritize established global HR tooling, structured onboarding, and in-house EOR operations.

Price: USD 699 per employee per month.

Remote provides Egypt EOR through in-house operations. Its platform covers employment agreements, payroll, benefits, employee records, equity administration, and specialist support for teams managing people across several markets.

Tradeoff: Remote's global onboarding workflow still needs to distinguish an employee's platform start from Egypt's completed social-insurance registration. Request the Form S1 submission date and receipt separately; the filing deadline is two weeks after the employee starts.

3. Deel

Best for: Companies standardizing international HR and payroll workflows across several systems or markets.

Price: Starts at USD 599 per employee per month.

Deel combines Egypt EOR with payroll, HR records, benefits, integrations, equipment, APIs, and employee lifecycle workflows in one platform. This can reduce system switching for companies already using its wider HR stack.

Tradeoff: A broad HR suite does not settle who handles an Egypt-specific contract change. For fixed-term renewals or endings, identify the local filing owner and confirm how an HR-system update triggers the required notice within 15 days.

4. Tawzef

Best for: Buyers focused on Egypt-based recruiting and HR support within a local operating relationship.

Price: Custom quote. No public EOR platform fee was verified on September 18, 2026.

Tawzef is the local specialist in this ranking. Founded in 2007, the Cairo-based HR provider covers legal employment, payroll, tax calculation, social-insurance administration, benefits, recruiting, and HR operations for local and multinational organizations.

Tradeoff: Egypt-local depth may require extra work to fit a buyer's central HR and finance reporting. Ask how Tawzef exports EGP payroll records, the 2026 insurable-wage calculation, and government filing evidence into the systems used by an international team.

5. Playroll

Best for: Buyers seeking a lower starting fee and a global employee-management platform.

Price: Starts at USD 399 per employee per month.

Playroll combines Egypt EOR with employment agreements, payroll, statutory filings, benefits, employer and employee portals, expense management, and dedicated support. It occupies a middle position between premium global suites and a budget partner model.

Tradeoff: The Egypt employing route and filing chain need to be explicit in the proposal. Require Playroll to show who prepares and distributes each agreement copy under Decision 214 and how the 2026 insurable-wage base appears in payroll records; a portal checklist alone is insufficient evidence.

6. RemoFirst

Best for: Price-sensitive companies comfortable with a clearly documented local-partner chain.

Price: Starts at USD 199 per employee per month, the lowest published starting fee in this shortlist.

RemoFirst handles Egypt employment agreements, payroll, tax filings, benefits, and employee support through an exclusive local-partner network. The partner model can support a lower platform fee while keeping service coordination within RemoFirst.

Tradeoff: The local-partner route adds a handoff where Egypt's official employment records are created. The service agreement should assign the four-copy distribution, Form S1 submission, and any 15-day fixed-term notice to named parties, with a clear path for correcting payroll errors.

Put the finalists through one Egypt diligence call

Send the same role, salary, start date, benefits request, and contract type to every finalist. Then ask each provider to answer these questions in writing:

  1. What is the full legal name and registration identity of the Egyptian employer?
  2. Who prepares the Arabic agreement, and who checks any translated version?
  3. Who holds and files each of the four copies required by Decision 214?
  4. What evidence will we receive when the labour and social-insurance steps are complete?
  5. How will you handle a fixed-term renewal or end-of-employment notice within 15 days?
  6. What 2026 insurable wage did you use, and how did you calculate the 18.75% employer contribution?
  7. Which quote items are fixed fees, pass-through costs, optional benefits, or currency-conversion costs?
  8. Who owns a payroll-blocking issue, and what correction timeline is written into the service terms?
  9. What employee and client support channels operate during Egypt business hours?
  10. If our headcount grows, what data and records can we export, and how will an orderly transfer work?

Disqualify a proposal that cannot name the employer, filing owner, or insurance base. Once those pass, choose among operating-model control, local HR depth, platform fit, support design, and total cost.

Frequently asked questions

What is an Employer of Record in Egypt?

An Employer of Record in Egypt is the local legal employer for a worker while the client company directs the worker's daily role and performance. The EOR signs and maintains the employment agreement, runs payroll, withholds and remits required amounts, administers statutory benefits, and completes employer filings. The exact allocation of responsibilities should be written into the service agreement.

Can a foreign company hire an employee in Egypt without opening a local entity?

Yes. A foreign company can use an EOR that has a valid Egyptian employing route. The EOR becomes the legal employer, while the foreign company manages the employee's day-to-day work. The buyer should verify the Egyptian employer's legal name and the filing chain before approving a start.

How much does an EOR cost in Egypt?

Public platform fees in this comparison range from USD 199 to USD 699 per employee per month, while Tawzef uses custom pricing. The total cost also includes salary, employer social insurance, benefits, other applicable statutory items, currency conversion, banking costs, and any employee-specific charges. Compare final Egypt quotes with identical line items.

What must an Egypt employment agreement include?

The agreement must be in writing in Arabic and produced in four copies for the employer, employee, social-insurance office, and competent administrative authority. It must include core details such as the start date, party information, nature of the work, wage, payment method, payment date, and agreed benefits. A translated version may accompany it, but the Arabic text controls if the versions conflict.

How quickly can an employee start through an EOR in Egypt?

The timeline depends on completed employee documents, agreement preparation, the provider's payroll cutoff, and local registrations. NOSI requires the employer's private-sector employee registration filing within two weeks after the employee starts. Ask the provider for both the proposed first working day and the expected completion date for each filing.

Choose on proof, then platform

The strongest Egypt proposal is the one that makes the legal-employer and filing chain visible, uses the current social-insurance base, and gives finance a line-item invoice. Platform breadth, local advisory depth, and price become meaningful after those controls pass.

Borderless AI combines these controls with dedicated support and a single platform for contracts, payroll, benefits, and employee management. To compare an employee-specific Egypt quote, book a demo and ask us for the filing schedule, 2026 insurance calculation, and complete monthly cost in the first proposal.
